The JPA staff has a deep commitment to work in a collaborative manner with the owner and design team to achieve the vision of every project we undertake. The culture of our firm is based on an interactive approach that for nearly a century has produced integrated and sustainable designs for systems that operate effectively and efficiently.
Our long-tenured staff draws from their extensive body of experience on a variety of building types to develop creative engineering solutions and building systems you can count on. We pride ourselves on our reputation for clear, concise, and coordinated contract documents that lead to accurate bids with minimum construction issues.

Stephen J. Hudson, PE, CPD
President
Steve has spent his entire professional career at JPA, joining the firm in 1966. He has been President and Managing Principal since 2005. A registered Professional Engineer in Maryland, he is also a Certified Plumbing Designer. He is a founder and past president of the American Society of Plumbing Engineers Baltimore Chapter and currently serves on the Board of Directors. His designs have won awards from the American Council of Engineering Companies/Maryland, ASHRAE Baltimore, Army Corps of Engineers, and Association of Energy Engineers.

Timothy F. Cech, PE, LEED AP
Vice President
Tim joined JPA in 1971 and was made a Vice President and Principal in 2002. He is a registered Professional Engineer in Maryland and a LEED Accredited Professional. Tim has led the firm’s work on some of our largest projects, including those for Anne Arundel Medical Center, Peninsula Regional Medical Center, Department of Navy, and the Architect of the Capitol.

Richard E. Lang, PE, LEED AP
Vice President
Rich joined JPA in 1986 and has been a Vice President and Principal since 1999. He heads the firm’s electrical department. A registered Professional Engineer in Maryland, he is also registered in several other states and is a LEED Accredited Professional. Rich received a Bachelor of Science in Electrical Engineering from Virginia Polytechnic Institute and State University and a Master of Science in Engineering Management from George Washington University.

Kevin R. McCarthy, PE, LEED AP, HFDP
Vice President
Kevin joined JPA in 1992 with a Bachelor of Architectural Engineering from Pennsylvania State University and has since earned a Master of Fire Protection Engineering from University of Maryland, College Park. A Vice President and Principal since 2007, he is a registered Professional Engineer in Maryland and several other states and is both a LEED Accredited Professional and an ASHRAE certified Healthcare Facility Design Professional.

Jeffrey S. Caldwell, PE, LEED AP, HBDP
Vice President
Jeff has been with JPA since 1997, having earned both a Master of Science in Architectural Engineering and Bachelor of Architectural Engineering from Pennsylvania State University. He is a registered Professional Engineer in Maryland and several other states and is a LEED Accredited Professional and an ASHRAE certified High-Performance Building Design Professional. In 2009, he was made a Vice President and Principal.

W. Carl Hossfeld, Jr., PE
Chairman Emeritus
Carl joined JPA in 1964 with a Bachelor of Engineering Science from Johns Hopkins University. In 1981, he was elected President and led our firm for 24 years before stepping down in 2005 to assume the newly created role of Chairman. He is now retired but continues his involvement as an advisor to the principals and a mentor to the firm’s young engineers. To celebrate the firm’s centennial, Carl wrote an account of the first 100 years which is on the History page.
